Abstract

Purpose: This study aims to analyze the housing for the elderly, check the supply status including the planned development sites of elderly welfare housing, and discuss the characteristics of the supply. Methods: This study examined the existing literature on elderly welfare housing, including previous studies, reviews of laws and systems, and current data. In addition, we analyzed the Ministry of Land, Infrastructure, and Transport's Housing Survey, Population and Housing Census, and Social Statistics Survey Report to understand the housing situation and demand of the elderly, and referred to various statistical data such as the Ministry of Health and Welfare's statistics on elderly welfare facilities. Results: Of the 40 elderly welfare houses, most of them are concentrated in the capital and metropolitan areas, with regions outside the capital having a low supply rate relative to the elderly population, leading to a growing regional disparity. Recently, housing under development is being supplied in large cities. They are also larger in scale than existing housing and tend to be newly built as mixed-use facilities along with office buildings and commercial facilities. Implications: Elderly welfare housing is concentrated in the metropolitan areas, resulting in a severe regional imbalance, with gentrified supply geared towards high-income earners, making it difficult to meet the needs of lower-middle-income seniors. A balanced supply is needed through institutional improvements and expansion of rural supply.
