Korea entered into an aging society as its population over 65 year olds reached 7.2% in 2000. And it is anticipated that in 2018 the rate will be 14.3%, turning the nation into an aged country. As things stand, Korea will become a ‘super aged society’ with 20.8% of the elderly be the year of 2026. As the average life span becomes elongated in comparison with that in the past, Korea has entered into an aging society where the age group of 70 is normally expected, which will cause the senior issues as new social challenges. First of all, seniors over 65 are not capable of executing as the large amount of workload as individuals aged 20-50 carry out. So, the people in their 20-50’s have to bear such large amount of labor burden to sustain elderly people. However, the population ratio of people aged 20-30 has been relatively lower than other age ranges due to the ‘birth control’ policy, declared by the nation under the slogan that goes ‘Not more than two kids’, which phenomenon was put to practice in the ‘Park Jung-hee’ administration until the early 1990’s. Therefore, the problem has got even worse. Since youths and adults in their prime time should sustain the increasing number of elderly people with the smaller number, there are many problems causing related to the nations’ financial issues, other burdens, economic deterioration, poverty, and diseases. Also Korea National Statistical Office addressed the birth ratio in Korea on the occasion of Global Population Day. According to the announcement, the number of children born per woman in her lifetime (fertility rate) is 1.17, the lowest ratio in the world, and the fertility rate has been rapidly dropping in the world for last 30 years. The low fertility rate has been slowly emerged throughout 100 years in the other advanced countries; however the same social issue is newly emerging in a rapid way in a span of just 30 years. The Korean fertility rate in the last year was 1.17; the lowest rate among countries including US(2.13), France(1.89), UK(1.64), and Japan(1.33). Considering the total fertility rate that reached 6 children per woman in 1960, it is indicated that the fertility ratio is sharply plummeting in such a short period of time. At this rate, one out of five Korean people would be over 65 years old in 20-30 years time. Out of may problems arousing, there will be damage in national competitiveness resulting in higher financial burden to cover seniors’ medical expenses since a young laborer will have to sustain more elderly people according to the social structure. In the midst of such demographic shift, some of policy makers are exploring the solutions for the issue only from the individual or family perspective; it is a pity that the nation is faced with the situation in the near future. Therefore, as one of the social welfare segments, senior welfare should entail a professional knowledge to implement the measures. For efficient planning and implementations, the problem should be addressed in more of a systematic way from the local or national levels including the individual and families. Likewise, the issue on the elderly is emerging as the serious issue in our society. As the type of family has been shifted into a nuclear family structure, the number of family members got smaller and children are not able to live with their parents when they grow up, and more and more elderly people should undergo lonely life by themselves. With the increase of the aged who have no sustainability with lower income, now it’s time for the nation to take the initiative to come up with solutions in more proactive way by suggesting various senior welfare policies. Likewise, the aged society will bring on several senior welfare issues; there are some serious social issues seen to be arising including the issue of sustaining the elderly by the work of both man and woman, high medical expenses due to elongation, loss of labor power, and derivative economic dependency. With the lack of senior medical services and welfare service for the elderly, our country is in need of nation-leveled schemes for achieving the well-being later in. And it is inevitable that more and more elderly people will express the desire to gain the facility admission and medical services, which will lead to higher financial burden from the elderly people. Therefore, this study is to investigate the status of senior medical welfare facilities and community senior welfare facility including other senior welfare institutions. Also this study is not only to address a special scheme to bring the whole-being medical and welfare service into the elderly by reducing financial burden through the application of the dependency insurance for the elderly, and also to propose the guideline to make a policy by comparing the senior medical welfare centers and community senior welfare facilities located in the Gyeonngi-do area. First, the housing system for the elderly in UK featured with the advanced welfare system is characterized by more of residential housing rather than ‘care home’. The British don’t take a positive standpoint towards care home, believing that if more attention is paid to the caring aspect, the housing system will be degenerated into the welfare facility failing to serve the purpose of residential home, and the elderly under such environments will lose their independency and self-supporting ability, and finally end up being left in a dependent situation. The weak points of such British senior residential housing are characterized by the lack of medical alternatives, and in a way to solve the problems; the government is experimentally creating a sheltered housing complex for the elderly with chronic degenerative diseases. Sweden’s housing policy also includes the housing system for the elderly, but is pursuing for a beyond-facility orientation by encouraging elderly people’s involvement in the community living along with their neighborhoods. In other words, their policy is put to practice based on the philosophy that the government should help normalize the life of the elderly, and respect their own decisions. The policy for the elderly in the US is in line with the trend that the elderly who cannot lead an independent life any more due to physical weakness should be admitted into the rehabilitation center. Therefore, they are systematically supporting the senior housing complex rather than seeking a welfare country’s system. Japan, one of our neighboring countries, is the most rapidly aging nation in the world, and operates various types of senior housing facilities. Is spite of their wide variety, the number of supplying units is extremely small so that it requires quantitative measures to respond to the potential demands of the aged group. While our country is faced with a reality where there is no specific policy established on senior housing and facilities, private enterprises have recently been showing interest in making investment into the silver industry, and started to build up the silver centers, entering into the proactive stage. However, its construction and operations are focused on the facility so that there is something to be desired in terms of the deinstitutionalization. And there is weak fundamental when it comes to the policy and research on the preexisting senior housing system, requiring more progress to be made in the future. Therefore, this study has presented the approaches to quality services meeting the desires of the elderly, and the necessities and policy resolutions for medical services and facilities of the aged group that may be raised near future based on the assessment and understanding of the state and actual conditions of management and operation on senior medical welfare facility and community welfare facility in Gyeonggi Province, and also suggested that the dependency insurance system can be applied to the facility services for those who feel highly imposed with medical expenses from the aspect of government policy. 京畿道 老人福祉施設을 中心으로
